The purpose of this improvement was to increase the critical flow available, and so allowing a greater intensification of permanent grassland and other irrigated crops, contributing to a rise in agricultural productivity.

It was intended, with this improvement, the adjustment of the longitudinal profiles of the irrigation canals and their waterproofing, since in their former state they had not an adequate flow capacity and as a result the flow of irrigation was very low in dry periods.
